HOUSE CONCURRENT RESOLUTION NO. 62

Requesting the Joint Committee on Government and Finance conduct a
study to determine if working cooperatively with providers of
HUD housing to provide additional personal care services to
elderly would decrease the unnecessary institutionalization of
elderly individuals and reduce costs to Medicaid.
Whereas, There is a continuing growth in the number of elderly
citizens in the state; and
Whereas, There is a need to provide community options for
elderly citizens to prevent premature institutionalization of these
individuals; and
Whereas, The cost of nursing home care is greater than
community options for low income elderly individuals; and
Whereas, The Department of Health and Human Services is
concerned about the potential addition of a waiver program that
will increase the state's budget for Medicaid without reducing
other costs; and
Whereas, The providers of HUD housing believe that a
cooperative effort to offer personal care services to residents of HUD housing will decrease costs; and
Whereas, Forty-five other states are providing community
services of this nature; therefore, be it
Resolved by the Legislature of West Virginia:
That the Legislature hereby requests the Joint Committee on
Government and Finance conduct a study on this issue to determine
the most efficient, cost effective method of providing care to the
qualifying poor elderly population of this state
; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2004, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from the legislative appropriations to the Joint Committee on
Government and Finance.
